The War Refugee Board was established within the Executive Office of the President by Executive Order (E.O.) 9417, January 22, 1944. The Secretary of State (Cordell Hull, Edward R. Stettinius, Jr., and James F. Byrnes) was Chairman of the Board, and its other members were the Secretary of the Treasury (Henry Morgenthau, Jr. and Fred M. Vinson) and the Secretary of War (Henry L. Stimosn). John W. Pehle and William O''Dwyer served successively as its Executive Director. The Board''s purpose was to evacuate from Europe as many as possible of the victims of Nazi persecution and to give all possible aid to those whom it could not evacuate. For the actual rescue of persons it depended mainly upon private agencies and underground groups. It assisted directly, however, in sending supplies and funds to the underground organizations and it organized rescue groups in neutral countries where none existed. The Board negotiated with neutral governments to get them to assimilate as many refugees as they could, and to facilitate transportation of others to refugee camps in southern Italy, Egypt, Ethiopia, Syria, and Palestine. Through its efforts two additional camps were opened in North Africa (at Fedala in Morocco and at Phillipeville in Algeria). Most of the camps abroad were administered by the United nations Relief and Rehabilitation Administration.
